credible agency

hi!i'm a newbie here.i have already taken my ielts and nclex exam.now i'm scouting for agencies/employers that would sponsor me.here in the philippines, there are a lot of agencies.there are some agencies wherein they offer free immigration processing,free 3 mos housing when you get to the U.S.,and the rate ranges from $21-$30 in florida.they said that you can pay for your immigration processing and you will just be reimbursed when you are already in the U.S.? there are other agencies which offer $25 if you work in new jersey but there is no sign-up bonus and reimbursements because they said there will be no salary deduction and there will be a 2mos. free housing and free airfare.is that a fair deal? how would you know if you are not being scammed?
