Contacting another manager?

So I have mentioned here how interested I am in another unit with 6months on now. The unit I want to transfer to has a year or more requirement yet they have several unfilled spots. It itches me to just try to network with someone over there. So I wondered if it would hurt my chances by emailing the new unit manager just to ask for any advice or questions I have about the unit? In the same aspect kind of introduce myself? Or is this considered bad practice?

I have never heard of any organization that did not enforce clear policies regarding internal transfers. Any attempts to circumvent the existing policies will undoubtedly result in some negative consequences. You should also realize that department managers are peers - in continuous contact with one another as they deal with administrative and operational responsibilities. If you contact the other manager, your manager will know about it very quickly.

If you want to be considered for transfer to another department, you need to follow the approved procedure. I would also recommend informing your current manager about your intentions. There are two compelling reasons to do so. First of all, your manager took a chance on you - and deserves your gratitude for that, if nothing else. Most importantly, the 'other' manager will not even consider you for a position without your current manager's positive recommendation and a squeaky clean work record.

A better approach would be to take some concrete actions to enhance your skills/knowledge in a way that would make you more valuable to that new department. Also - volunteer to take on some extra responsibilities because a bit of 'apple polishing' to impress your manager will add to your positive reputation. If you can become involved in an inter-departmental task force, committee, etc - it may provide you with an opportunity make a positive impression on staff from the other department.
