confused in filling out Form 1S- NY BON

Dear Suzanne and Everyone,

Happy Holidays! I received a letter from the NY BON stating that my FORM 1S (Citizenship) has not been completed. They have enclosed Form 1S and on ITEM 5, I am required to check one box whether I'm a United States Citizen and other statuses for foreign aliens, but I believe I do not fall into any of the categories specified there. I am still in the Philippines and I dont have any petition pending at the CIS yet. Also, the form is asking for my alien registration number, which I don't have, that is why I left this portion blank when I first sent my application. Now they returned it and want me to complete it. I don't know what to do. Please enlighten me on this as I am very confused. Thank you very much.

My students have actually just listed their passport number there and have had no problems.

You can also put a note that you are in the process of applying for a green card.
