You are not applying for NCLEX but licensure as RN NCLEX is just part of the process
Why wait to do english exam if you have already got CGFNS exam then there is no need to wait for NCLEX before applying for VSC? For vsc you need pass in either CGFNS exam or NCLEX.
With retrogression in progress I would suggest going with the state BON that you want to work in. Which ever state you go for initial application for RN if you want to work in another state you will have to follow requirements for foreign trained nurse and pay more.
This has been asked a few times, I would suggest a good read in this forum
