concurrency issues...???

I'm a US citizen but I graduated nursing school in the Philippines. I've heard so many rumors about this concurrency issue with CA BON and 12 other states, where applications have been denied. I've tried to read forums about it, but can't seem to grasp what really is going on. Would anyone care to explain, please?

I am concerned because I am planning to endorse my license to WA.

WA state is included in the 13 states. I already have a license in TX and NY. So I'm wondering if I will have a problem endorsing to WA.

I'm not sure what you mean by a "form of discrimination?

I told my husband about this issue. He's not a nurse, nor a lawyer, so please don't take what he's saying as a legal advice or anything like that.

1. My husband said that if you already have a license in another state and you have RN experience in that state, and you apply for endorsement to say CA, and you get denied, that is a form of discrimination. A class action lawsuit can be filed against CA BON. But I think it's only applicable for those experienced USRNs who got denied.

2. From what I understand the concurrency problem is due to the OB/cord care and OR cases (the 5-5-5 that the Philippine BON requires for NLE). Please correct me if I'm wrong...In my understanding, because these cases are done outside the semester where OB or OR theory was discussed in school, it's grounds for denial due to non-concurrency (in other words, not done in the same time frame). My husband said that if you did your OR clinical rotation, and your OB clinical rotation concurrently with OB and OR theory, there shouldn't be a problem. The cases (the 5-5-5 required by Phil BON) are not clinical rotations. These are additional requirements by the Philippine BON for NLE admission. These are outside the school's curriculum. You already did your clinical rotation in these areas. The extra hours you spent to complete the cases are not a school requirement, rather a BON requirement. And because CA BON is not requiring such cases, you shouldn't need to submit them. And if they ask you to submit those cases, you should go back to their rule book, and tell them that their rule doesn't really require the 5-5-5 cases, so why are you asked to submit them?

This is just a thought. And I'm not even sure if I'm understanding the whole situation correctly. Let me know what you think.
