Just looking for some advice,
I applied to Frontier for CNM program in the fall of 2017, I ended up on the waitlist, and got an offer in January for spring start. However, I ended up accepting an offer at a different institution. NOW I am regretting my choice, and want to apply back to Frontier. The program I am in has some issues...
Do you think I have chances of still getting in? What should I do?? Has anyone else done this?

From personal experience, I have not found them to hold it against people. This is assuming that your declination was done formally (thank you for the offer..blah..blah). I declined my admission there before and just reapplied and was accepted.
Okay, that's good to hear. Did you have to go through the whole process of re-applying? Can we chat on facebook messenger about this? I have a few other questions for you!

Did you use your same goal statement/time management essay did you? Also, were you put on the waitlist at all? Do you know if they cap the amount of people they take applications from- I know the submission date for Fall 2018 start is next week May 8th.
Sorry, I can't msg you back on that personal msg thing, so I will msg you on here! Congrats on getting into your first choice school! I am slightly stressed having to redo my goal statement.. ALSO did you get new reference letters?
Don't redo the goal statement, just update it if necessary. Especially if you were accepted before, why change what works? I did get new reference letters because it had been a little while. It was also good to make sure they were more current and up to date because I had more experience at that point.
