Changing roles in same department

I have a bit of a dilemma that I need some clarity with. I just started a job a month ago in a department I really like. I'm happy but feel this isn't my dream job. I like the hiring manager, the job in general, the role is challenging and so far I like the people I work with. All positive things. However, there is a salary position that just opened up a few weeks ago and I just saw the ad tonight for the same department I'm working in and it is my dream job.

I'd be working with the same people just in a different role. My question is do I try to pursue this being I've only been employed for a month? This new job is exactly what I want to do and the direction I want to take in my career. I feel like I possess all the qualifications and I don't believe there is a time stipulation for changing roles especially if it's in my same department I already work in.

I just dont know how to bring this up or if I should just keep my mouth shut to my hiring manager but I'm really excited this opportunity became available. Is it wrong to sit down with my manager to discuss this? I dont even know what I'd say. Any guidance would be much appreciated.
