I was scheduled to work 7p-7a but the staffing office called me at 5 and told me that they don't need me at 7p and to come in from 11-7 instead. Does this count as a cancelled shift? My contract states that the hospital can only cancel me up to 3 times within a 13 week period and they've called me twice so far. Does this count as canceling since I'm not getting my guaranteed 48 hours?

I say yes as a worker. Pretty clear. Management may argue differently. What counts as a cancellation is never spelled out in a contract.
Seems to me that a schedule should be made and not allowed to be altered with less than seven days notice. If you let them get away with this, next time they will claim that letting you start a shift and being sent home an hour later means you weren't cancelled.

Yes it counts as a cancel. I've been cancelled and it doesn't matter how long it was; 4hrs, 8hrs or 12hrs, it was counted as a cancel. It was pretty normal and typical for them not to give any notice but a few hours before the shift starts. I work in OB so our census fluctuates literally, hourly, and the patient turnover is rapid.
