Your offer letter should include a start date or somewhat like "up to 3 years from date of entry". There are a lot of information that must be included in the offer letter too like job title, job description, salary information and benefits and date of employment. The maximum number of years for the TN is only 3 years but renewable indefinitely. There are tons of resources available online. Do you already have your Visa Screen? Depending on the officer, if your education is from outside north america they may ask for credential evaluation on top of the visa screen. Good luck!
Then that is something you will have to fix with your employer or HR. We can't change the letter for you. I am not sure if its okay to just try to go to the border and use that letter. I am just worried you will have actual denial because of the "permanent" offer of the position. TN is meant to be temporary and you will have to prove ties and residency in Canada. Up to the border officer to decide. RNs are pretty much straight forward. They are more scrupulous with "management consultants". In most cases, they will ask you to return and reapply and change the letter. The first time I applied I was asked to return and present a separate credential evaluation in addition to my visa screen.The border officer showed me a checklist they need to tick off and it specifically include an evaluation that says your "BS degree is equivalent to a US BS degree" if education is obtained outside the US, Canada and Mexico. Visa screen includes a credential evaluation which I mentioned to the border officer. I learned from the previous lawyer that it is better to comply than argue. So I got a separate education evaluation and return a week after. Which port of entry are your applying?
BTW, TN for Canadians is more of a status rather than a visa classified as TN1. Adjudication is on the spot when you seek entry. Either, they send you home or allowed to get in. They recommend not crossing more than 10 days of your start date. All the best!
Have you asked a lawyer familiar with TN visas, if a person on a TN visa cannot pursue permanent residency how can they work in a permanent position? I would be concerned that the HR manager is too focused on the difficulty of changing the employment contract and not focused enough on complying with the TN visa laws and regulations.
