Canadian Educated Nurse Applying Via Endorsement to Washington State

I am a Canadian RN with licenses in AZ and Michigan, applying via endorsement to Washington. I am still awaiting my CGFNS CES report to be sent to the board, but the board requested my transcript and sent me the education verification form to be filled out by my school. My school filled out the form and I had no clinical hours for pediatrics and mental health (I did have didactic hours as well as clinical/sim lab hours), and upon receipt the board denied my education. I'm still hoping the CES report from CGFNS will send in my report and declare equivalency to American nursing education standards, which based on what I've read should not be an issue, but has anyone else missed clinical hours in any of the 6 categories (medical, surgical, pediatrics, maternal child, postpartum newborns, and psych) and still received a license from Washington?

Hi. Probably similar scenario but not Washington State. Maine did question me and required letters from my school but eventually gave me a license. 

Another is I did apply for California and they deemed me deficient for maternity and pediatrics clinical hours and they wanted me to enroll in California school to complete such deficiencies, around 5k USD per course, which I would still be put on waiting list. At this time, I don't have any plans to relocate from the East to West but have 3years until 2024 to complete those courses.

Same situation here. I am an Australian nurse and initially applied for Washington State WA but got denied due to deficient in pediatrics clinical hours. Then, I applied to Montana and was able to get my RN license. Now, I am trying to apply via endorsement to WA again. It seems the requirement it's the same. I feel I may not be able to get the license in WA., and yes, I have contacted all the universities and colleges in WA. They do not offer a pediatric course under the current covid-19 situation.
