Can a foreign-educated RN qualify to take the NCLEX-PN in California?

I am a Philippine-educated nurse with a BSN and an active Philippine RN license. I live in the San Francisco Bay Area. I'm working in a healthcare office setting as an admin. I haven't taken the NCLEX-RN yet because from everything I've heard and read, it looks like the CA BON now requires foreign-educated nurses to take additional classes in order to get a certificate of eligibility. I have a full-time job and a part-time job, neither of which I can afford to leave, so going back to school is not an option at the moment.

Based on what I've read on the CA Board of Vocational Nursing's website, it looks like I can qualify to take the NCLEX-PN. I have 3 years of experience as an RN in the Philippines, first as a staff nurse and then as a head nurse. Can anybody here confirm for me if I can, indeed, take the NCLEX-PN?
