California BON credentials evaluation!!!!

Hello! I'm new to this forum. I have been reading all the problems encountered with the NCLEX RN application and how members are willing to help other members. First, I would like to give a little background about myself. I graduated from the Philippines and got my RN license from the Philippines. I worked in hospitals in the Philippines and Saudi Arabia, from 1994- 2011. I came here to Austin, Texas in October 2011. I took the NCLEX RN exam and failed 3 times. In Texas according to BON rules and policy, if the applicant has been out of hospital practice 4 or more years after your NCLEX RN application, you are not eligible to take the exam. To be eligible,either you enroll in a nursing program or apply in other states to take the NCLEX RN exam and then transfer the RN license in Texas.

I applied at California BON, my credentials were evaluated and they determined that my nursing education is deficient in Psychiatric Nursing both theory and clinical area. I really don't know idea what went wrong. My colleagues from college were accepted by California. My credentials were evaluated by CGFNS and accepted by Texas BON.

I inquired at multiple nursing school but they had the same answer, that they were not accepting students for the PsychiatricNursing course alone. Please help me, and I need advice.
