I’m not sure if this is a question or rant but here I go:
back in February of 2021 I signed up for a CA endorsement application from NY. In March of 2021, they updated the website to say I’m missing a passport photo. I sent it in twice on different occasions. Today I saw that my license application expired. All that money and time just went right down the drain.

That's slightly worse than the average CA BON experience.

I tried calling on multiple occasions but to no avail. Somebody told me my best bet is going in person and talking to them but I don't want to fly over there and get disappointed

It would be more cost effective to just pay the fee(s) again. They're well known for never (or rarely) answering calls ...and if you don't have an active application, they may decline to speak to you even if you do manage to get through.
Sorry I don't have any good advice ...maybe someone else will come along. Showing up in person would be risky for someone who has to fly in, although it could be worth it if you fly in with your passport photo in hand.
I got frustrated with the fingerprint process and ended up flying to California just to do Live scan there ...but it worked and it solved my problem. In the off chance that you haven't checked ...review the passport photo criteria. I'm sure you have, but not 100% sure.

Not to be rude but me paying for it again, would not be cost effective as paying for everything was expensive. The most I can do is keep calling until someone actually helps me. Because I would hate to fill out another application, go through the fingerprint process and the same thing happens again. Thank you for the advice though.

Currently waiting for the CA BON to look at my application. Did you apply for a temporary license as well?

No, I applied for an actual license but they gave me a temporary one.
Oh weird. I applied for an actual license and then spent the $100 for a temporary application because apparently that one is faster and allows you to work. If I had known they just give those out I would have saved the $100 ?
