Bonus for short staffing

The unit director at my old hospital was renowned for her ability to come in under budget, employees hated her, managment loved her. She was a vicious staff cutter, expecially targeting people who had a long work history and were at maximun salary. She also loved to use mandatory overtime to avoid hiring when ever possible. Another tactic was to force people to go part time whenever possible to reduce the benefits she paid. I heard she got a percentage of the amt. she came in under budget and that greed was the motivating factor for her heartlessness.(This beast has RN behind her name just like I do) A friend was telling me that her old beloved unit manager has been replaced by the unit manager from hell and described tactics so similar to the ones I experienced that for a moment I thought it was my old boss. But no, this business of giving bonuses for wreaking havoc is apparently common and spreading. Does anyone know how common this practice is and do they agree with me that it stinks?
