Bay Area New grad to Utah

Hi everyone I hope to get some answers soon on this topic.

I graduated May 2016 with my RN, got my license in Jan 2017, applied applied applied and didn't get a single call back till now after applying 2 days for new grad positions in Utah.

The nurse recruiter called me today and said they can't offer me the salary I asked for when I applied online (why ask then?), because I'm a new grad she said they can start me off at $24/hr and some change(~$45k/yrly).

I have ave a couple questions, would you guys take it if you were in my shoes? And compared to the living expenses in Salt Lake City is $24/hr enough to make a living where I'm not living paycheck to paycheck?

im currently working as a intake coordinator at a home health agency for $25/hr in the Bay Area until my one year of being licensed is up, my manager says I can start seeing pt's and get a pay upgrade after my one year.

BTW I'm single and my spending habits are not bad, I don't drink or party, I have one car payment, and researched rent in the area to be around $800-1100.
