Applying for NCLEX PN instead of NCLEX RN.

I have been following these forums for quite some time now. I just moved here in CA this February and like everybody else i'm also a nurse, a BSN holder and a registered one in the Philippines. As far as i want to be registered here, i know it won't happen for now with the concurrency issue on the line. As much as i want to apply for the NCLEX-
RN
, i know it will be just a waste of time and money considering my cases were also not aligned with each semester. So i'm not gonna gamble, instead i will take LVN for now. Just a question guys, According to BVNPT there are 4 methods to apply. Which method should i accomplish? Is it method 2 or 3? I want to start my application right away. Please Help!
