Applying for CA license via livescan

Hello all

I was wondering if it is possible for someone who resides out of California to actually fly up to California to do the livescan process, even though I have a license in another state (Hawaii for me)?

Calling the board is impossible to get through their voicemail. I also emailed them but I got a response about a week and a half later. He said he will order some more cards to send them out and I emailed back if anything was sent out to me. It's been a month already
