Will Alabama allow you to challenge their state LPN boards if you already hold a LPN license in another state but can not obtain a compact license?

As a non-resident of Alabama, so long as you aren't a resident of another compact state and meet all of their licensure requirements, you should be able to apply for licensure by endorsement.
