If Florida has an open investigation with administrative complaint can I become licensed in TN before resolve?

    Generally no. If there is an open complaint investigation especially if it's marked against your license in the database and/or Nursys. Most states ask if there has been action or if there is pending action against your license in another jurisdiction. If you happened to get a license you would need to notify TN of the outcome.
