Acuity rating of a neonate in nicu

What criterion does a hospital use to determine the acuity level of a nicu patient?

We have 18 separate patient rooms, two have collapsible walls to be connected as "twin rooms" or used separately. All rooms have the ability to house two patients if the need arises so the most I have seen in our unit is 25. At one point we had 27 but had to overflow into the newborn nursery on the birthplace and set up a satellite NICU because we were overflowing. Our census definitely waxes and wanes. When it rains it pours i guess.
