Accepted into nursing without passing the TSI?

Okay, so I am a bit confused here. Those who know of Alvin Community College's nursing program know that its pretty awesome and extremely competitive. I found out that I need one class to cover my TSI math standards which I am behind on. I decided to apply to the nursing program at ACC anyways just to see what happens. Since I am not up to TSI standards and it clearly states in the ADN hand packet that you CANNOT be accepted without passing the TSI, I just kinda figured they would throw my application at the trash can. But no, I get an email stating that they accepted 31 students and put me on the alternate list with 30 other students. Can anyone make any sense of this? My friend works in the nursing department at ACC and she told me that over 240 students applied. My GPA is 3.7, I made an 83 on the HESI because I was so crammed that I did not study for the exam. I finished all of the prereqs except for microbiology. Anyone else experienced this? It showed up in my application that I was not qualified. Also, do ya'll think I will have better chances next time I apply since I am studying for the TSI over the summer to pass it? I just wouldn't say anything and see if you get accepted.
