Absn out of state to California

Can anyone tell me if these schools absn programs will allow me to be licensed in California? The schools claim yes, but they have less than 18 clinical credits in the curriculum. I'm still not sure if that's mandatory. Please help me out and take a look. Let me know what out of state program you attended.
