It would bug me to death, too.
It's easy to forget that there are an infinite number of possible shades of "navy," or "black," "red," etc. Unless you're getting pieces from the same manufacturer, two "navy" pieces aren't likely to match exactly.
I hope you'll find a set that matches and fits great! :)
It's crazy. I use to get away with buying scrubs at different scrub shops when I use to volunteer in a hospital. All I needed were a pair of white scrubs and I was good to go. Curses to these manufacturer that couldn't decide on one universal shade lol!
Thanks! I will be on the hunt tomorrow!

I went scrub shopping today and was feeling pretty good. I visited some scrubs shops and found the perfect top at a really good price ($12). Now, all I needed were some bottoms to go with it since they didn't have the right size for me. I went to a different shop and found pants that fit like a glove, also at a good price ($15.99)! I hurried home to try on my outfit to see the completed look. I WAS HORRIFIED! I'm not OCD about my things being matchy, but it sure did kick in. My top is a shade darker than my bottoms, even though they are both navy. It's not really that noticeable, unless under direct light. But in the end, I don't think people would really care that it's a shade off. However, since I am completely aware, it's gonna bug the crap out of me all day tomorrow since it's already late and most of the shops are close by now.
Just venting. I learned my lesson. I can't wait til tomorrow when I can returning the other set and get scrubs that match :)
