If you take an exam (CLEP or DSST) at a college, is it that college the one who rewards the credits on the transcript (so you can transfer those credits around)......or is the CLEP and Dantes, exams that can be taken for a certain program that accepts those credits?

CLEP is an organization seperate from colleges that provides guidebook and the tests and the rules for how they can/must be taken.
Colleges vary a lot on how they deal with CLEP, there is no standard. Some will accept only a certain amount of credits of CLEPped classes, others will accept only certain of the CLEP tests. Some will accept CLEP credit only if they administer it, others will accept credits from another college however the credit is achieved - and even if it is CLEP that isn't on the list that they will accept from their own students.
It is best to check out the particular colleges that interest you.
I don't know about DSST or Dante testing.
