DNS List for turning down a contract?

Can you be put on the DNS list through an entire hospital system for turning down a contract? I'm unable to take this position and was wondering if that makes any sense.

You could. Kind of dumb. More likely to happen with a vendor manager.

On your side, you don't want to be submitted for assignments you have no intention of taking (absent a real deal breaker discovered during the interview). Waste of everyone's time and the resulting frustration leads to these draconian policies.

That's the sad part. I had every intention of taking the position(the hospital is in my ideal location) but couldn't accept the start date they wanted due to unforeseen circumstances. I even let the manager know in the interview. I let them know, they threatened to blacklist if I didn't accept. It was weird. I never heard of such things.

Based on that behavior I would never want to work for them. If they manage to blacklist you through their system, it will suck, but there are lots of jobs out there. My opinion. There are ways you could fight such things, but that has a tendency to make things worse as often as better.
