Treating patients in handcuffs

hiya...how would you deal with a patient that is brought into A+E in handcuffs behind his/her back. Like how would you treat them? can you take the cuffs off...or just work around them. What can you say if they complain about the cuffs hurting etc....are we allowed to touch them or anything?
