I am trying to write to my own CNA student curriculum content outline and my biggest struggle is ... does every objective have to have a corresponding evaluation... example

Yes. Otherwise how can you say the student reached the objective.

Suggestion: Make your objectives observable. Example: The student will be able to write the definition of body mechanics (or verbalize it, or identify it on an exam. You have to be able to tell how you can tell the objective is reached. Just being able is too vague.
