Do go the government website http://www.usajobs.gov and start your search there, put in the state of texas and RN in the search engine. There should be positions open with the wr going on they have open up new divisions like spinal cord, and domiciliary

I find this hard to believe.
If you are able to provide a reference that the US Public Service corp only accepts AACN?

I am glad I read this. I did AD USAF Nurse corps straight out of my BSN and hated it the entire 6 years years I was in due to the EXACT SAME CONDITIONS. I was considering USPHS now as an FNP because I would like to eventually get a military retirement and thought USPHS might be a better choice, but it sounds like the exact same BS as any other armed service nurse corps.
