Applying for jobs in NYC before passing NCLEX?

Hi, I'm taking the NCLEX in July and starting at Hunter RN-BSN program in August. I am getting some help with living and tuition from my parents but I'm expected to cover food and everything else so I'm wondering if you can start applying for jobs before you pass? And then your starting being contingent on passing. I'm not sure about New York, but I know in New Jersey you need to pass first. What are the job prospects like if you're already enrolled in a program? Is it difficult to work while doing a full time BSN Program if I do like per diem or part time. I feel like I'm going to have my work cut out for me when I am looking for jobs, should I just look for a barista job or something while I'm looking? I already have a Bachelor's in Nutrition, not sure if that will help my job search for hospitals.
