NCLEX-RN OR CGFNS Exam

I am foreign-born and foreign-educated nurse who wants to be a licensed RN in New York State. I have been certified already by CGFNS. I have written and failed the NCLEX-RN three times but I am bound and determined to write it (or an equivalent) AGAIN). I shall never surrender!

Which exam is better to take to become a licensed nurse in New York State? Can I take CGFNS Exam instead of NCLEX-RN or is NCLEX-RN an absolute requirement to be an RN in NY? If so, what are the benefits for taking the CGFNS Exam? I've heard the CGFNS exam is a diagnostic exam or a predicter exam for writing NCLEX-RN. If so, I couldn't understand why anyone would spend time (and money) taking the CGFNS exam if it itself had no value. Why not do your own diagnostic NCLEX-RN? I am currently living in the Middle East doing some other work so I wish to minimize the costs of flying to write exams.
