Anyone ever apply for federal position with a Schedule A letter?

So I am an RN, BSN who is currently applying for federal jobs. I am a military spouse as well. I'm currently working as a home health nurse and have been for 4 months now (this is my first RN job). I am preparing my federal resume and I also have a Schedule A letter for my disability (hearing impairment). Is anyone familiar with being hired for federal employment (whether with the VA, or some other federal agency), with a Schedule A letter? Does it "help" get you hired within the federal gov't since they encourage individuals with disabilities to apply?

I just wanted to gauge my chances with the Schedule A. Thanks in advance to any who have some insight :)

I do not know how to interpret the following statement, but maybe you do. I found it on the USAjobs website.

VA encourages persons with disabilities to apply. The health related positions in VA are covered by Title 38, and are not covered by the Schedule A excepted appointment authority.

I saw that too and could not figure out what it means. Maybe that I cannot use a Schedule A for an RN position? That would be unfortunate.
