HRSA scholarship questions

How do I find out if hospitals local to me qualify as critical shortage? Also, I'm not sure if I'm reading this right, but if you receive this scholarship and it pays your tuition before the pell grant does, does the pell grant get sent back? If I manage to get a lot of aid for school, I'm afraid the HRSA may have me shooting myself in the foot. What if the pell grant gets applied to my account first? It looks (by their dates) like it might. My family depends on the refunds we get from financial aid and scholarships, and I'd hate to end up with less money in the end.

And, if you've gotten this scholarship before, what was your GPA when you applied? I'm wondering if it is even worth the effort. My accumulative GPA is 3.5.
