Project Life Cycle of a Pediatric Telephone Triage Center

I am a nurse taking a college class in Clinical Information Systems. I need some help on a project that I have to do. I must develop a proposal for the implementation of a clinical information system. I have to follow the system life cycle. I chose implementing a pediatric telephone triage center. Does anyone have any example proposals for such a system or websites to direct me to or any information on specific project management tools on this subject? I am not sure how such a software system is linked to the hospital or would this system be independent of the hospital. Is anyone out there a Call Center Triage Nurse? Could you give me some guidance ? I found several software companies offering the call center software but the information is brief.
