Think of a large health center with multiple satelite hospitals. Benefits are uniform throughout system but pay scale varies. Employees of outlying hospitals make a lot less than hospital in center of city. Employees of the outlying hospitals were making lateral moves into city center because their pay increased by as much as four dollars an hour. It was a good way to increase pay and keep their pensions and benefits. Small outlying hospital managment began to complain about staff drain. What would people with a brain do? They would look carefully at pay scales and adjust their pay upward to stem the bleeding. Here is the solution the managment came up with: "from now on anyone that moves to the higher paying centers keeps their old pay scale, lateral job movement will not result in pay increases". Did that stop the staff loss, NOOOOOO! At least under the old system they kept good employees in the system. Now people are jumping to higher paying jobs at hospitals not associated with their old employers and getting more money that way. Should I say "DUH"? :angryfire

One word: UNION. If you were unionized, location would not make a difference within the same hospital system.
