Cutting Corners to save money

I work for a hospital in a relatively well populated area. Our facility routinely closes down units if the census drops. Usually the few patients left on the unit are moved to other units which fills those units up. Nurses are then flexed off quite a bit & wind up getting jobs elsewhere. We basically play musical beds shifting the patients from unit to unit to accomodate new admits. Is this something that happens often in other hospitals? To me, it seems like this is totally unnecessary.
