Compact Licensure & Excelsior RN's in California?

Hi All...Does anyone know if the state of California is going to become a compact license state for LPN's &/or RN's? Second question is, there was some talk going around that the state of California is not going to recognize RN's that get their degree through Excelsior College, is this still the case? And if it is the case...is California then going to stop their clinical testing sites located in their health care facilities? or are they going to profit from the testing without having to recognize the licensure?
