BSN or Public Health anyone??

Hello all. I'm currently an LPN and want to make a change. I've been an LPN for 8yrs now and I'm considering getting my BSN or doing my masters in Public Health. During these 8yrs I've obtained my Bachelors in Health Care management, but haven't really found a job that pays me nearly as much as LPN, only entry level positions. I already have about 27K in student loans that drains me just thinking about it; but I need to make a change; I'm burned out. I like nursing, but don't want to do patient care. I know if I take the BSN route, I would still have to gain experience on the floor to move up to other non-patient specialties, and I really don't want to do that; so I've also considered Public Health (masters). I really don't know much about this area or the pay grade or the hefty cost of maters program. COST OF EDUCATION IS A MAJOR ISSUE FOR ME RIGHT NOW. What do you guys think? Which one should I go for? Has anyone branch into another health field after working as a nurse?
