My name is Phillipa and I'm a new list member. I am from Canberra, Australia, and have an interest in correctional health policy and practice in the United States. I am looking for information on CMS policies and procedures, specifically in the state of Michigan, but also in other states if anyone is willing and able to help please. I would suggest you research the CRIPA litigation re: Michigan and look at the HRW and Amnesty International reports. The UN tried to do an inspection tour in Michigan and were refused admission by Governor Engler.

The female inmates were generally given the 'Abu Ghraib' treatment. The photographic evidence might be taken as being virtually identical. The federal authoriities use CRIPA for institutional or state sanctioned abuses.

(I suggested that research because the customer is often as good a guide to the eventual outcome as the corporations they contract. Michigan once operated prisons for women which were so incredibly abusive they had the UN knocking on their door).

I should have sent one as well. The best way to research CMS is to look up the litigation and the type of people they have hired and contemplate the agencies who give them business. The St. Louis Despatch did a series of reports on CMS. They would probably have to change their policies to conform to (White) Commonwealth standards if I can use that old-fashioned expression for Canada, New Zealand, Australian etc. However it is not unknown for private corporations to have one standard of service for the US and a higher standard for elsewhere.
