county rules and regulations

Does anyone know if there are medical rules or regulations for county level as far as what inmates are entitled to re: eyeglasses, etc. I have been told to just follow the D.O.C. but obviously a county cannot follow those rules due to available funds. I have an inmate who reads 13 books in a 2 wk period, yet claims he can't see. Since I advised him he could see well enough, he claims he is going to sue. There must be some rules somewhere that apply to county level.

We have a policy/procedure set for eyeglasses to be provided if the inmate's vision is 20/40 or worse, or if an eye m.d. has written a rx for glasses. I have a jail and a prison that I take care of and I go by this rule for both sides. Hope this helps.
