lazy employer

I have a friend who was recently hired for a job and she was very excited. The problem is her hiring manager takes ages to reply. she replies in instalments. First, she told my friend that she has no job available, then she told her she has one part time spot available. The manager told her that she liked her and she is offering her part time job. However after all this drama, my friend has not heard from her since last 4 weeks.

My friend is worried that if in the beginning itself the manager is so lazy then what will happen when she starts working ? She is a single divorced woman and mother of two and she has no choice other than to wait for the lazy manager's reply.
