Endorsement with delinquent status

I passed my NCLeX In california. Endorsed it to NY. Did not pay my renewal fee for California because I do not wish to continue to work there. So I am currently delinquent in California & active in NY. Attempting to endorse license to NJ. They require verification from Ca & NY.

my question is do I need to change my status to active in ca in order to receive verification & endorsement?

(CA BON is impossible to get a hold of)
