California Board of Registered Nursing - service time if I walk in

I'm in a serious pickle. I sent my application to the board at the end of March to have my license verified to NY state. I figured it was just taking them a while to complete the process. I wasn't worried until I went to the post office today to check on the tracking number for the letter, and the post office told me the letter hasn't even been delivered yet!

Since we're slated to leave for NY in less than a month I'm thinking about driving up to Sacramento to drop off an application and check in person. Will it still take 4-8 weeks to process the application if I do that, or can I get some kind of expedited service by going in person? Also, what is the best day of the week to go? Or are there any days of the week that I should avoid?
