Working out of class?

I have been an employee with the state of Connecticut mental health and addiction services since 2008, I was working as a Psych tech from 2008 until 2025, I finished nursing school and I passed the NCLEX Aug 2025, my job had me continue to work as a tech and kept giving me the run around about position approval for 8 months, and everywhere else I went for per diem work would say its dangerous to work out of class like that, putting my license at risk. My question is about the legality of this? Also my paycheck was 24 hours short every pay period for 4 months so my debt increased even more
