Where do I go from here?

I am a nurse from the Philippines and I am currently here in the US visiting my parents & siblings who migrated in '94. I was told by the D.O.N. of the facility my parents work in that they would like to sponsor me on an EB3 (as I have already passed the California NCLEX RN last November 2008), but I will do the legwork in the filing process and pay the filing fees & lawyer's fees. I have read on the US CIS website that visa numbers for Philippine RNs are unavailable at this time so I know my chances are slim. I have read about some hospitals filing foreign graduate RNs on H1B orn H1C visas.
