What are the requirements for an Interim Permit in California?

Hi everyone! PLEASE HELP!!! I'm getting really frustrated :argue: with the process of my interim permit. I was born and raised in California and completed two years of nursing school in LA. Then decided to finsh the rest of my degree abroad in the Philippines.

I've applied for the NCLEX and recieved my eligibility letter in July, which stated that I would recieve my interim permit separetly. I still haven't recieved the permit and contacted the Board of Nursing twice and both times I was told that I was not eligable for the permit because I did not hold a license in the Philippines. I accepeted the bad news, until my classmate that moved to LA with me, recieved her permit a week ago.

I'm just confused because my classmate and I are in the exact same position. We went to the same school, graduated together, are both U.S. citizens, and both do not hold a license in the Philippines. Can anyone please explain to me what happened? Or what the exact requirements are for an interim permit in California if you studied abroad? Thanks!:bow:
