VA Nurse II appeal

I have been turned down for my appeal for nurse II at the VA. This process is so frustrating. I was determined that three categories were unmet- ethics, research and quality of care. I just don't know what they are looking for and they offer NO guidance. I've looked everywhere online for help with no luck. Does anybody who was given their nurse II have an example that I can see?
