Use of personal device for EVV in NJ

Is it illegal to require nurses to use their personal devices for electronic visit verification? Are agencies required to provide devices for EVV? Can a nurse be fired for not owning a compatible personal device? Are there other ways to complete electronic visit verification? Any Info/Answers are appreciated.
