do i have to take the iels/toefls exam?

Finished Nursing in the Philippines and took the board exam before but i I failed.Came here in NortH Carolina june 2010 as fiance visa and by January 2011 have permanent Resident card already.Since i dont know yet what i want so i went to school as NA for the time been.Took the exam and passed and I'm officially a Certified Nursing Assistant.Been working as a CNA for 2 year and 3 months now.My questions is am i eligible to take the board exam in here?Do i have to take the TOEFLS/IELS exam just in case if i am eligible to take the board even if im already been here for almost 4 years in june and been working for how many years?Or any suggestion will be much appreciated..Thanks and Godbless
