Surrendered license ready for reinstatement

I need someone to help me with an injustice that has happy me. 

In November I was finally able to reinstate my Psychiatric Technician license and I was so excited to do this.  I love my job and love to help people.  

I sent in all the paperwork that was required and it was excepted by the board of vocational nursing and psychiatric technicians because the rule was when you surrender your license you can reinstate after one year if you have a medical or psychiatric condition every other reason takes 3 years before you can reinstate.

I could not meet the probation requirements of getting a job and holding it for 6 months under the supervision of a higher license.  I did get a job as a psychiatric technician for 4 months because my supervisor resigned causing me to have to resign too.  Anyway many obstacles caused me to not be able to get  a job including my husband having a major heart attack and having major surgery.  I had major depression to say the leased and I gave the Bvnpt board a note from my doctor proving this fact.  I was in therapy this entire year.  Next, my year was up and I was ready to go back to work but when I turned in my paperwork I was denied by (MODERATOR EDIT OF NAMES - PLEASE DO NOT POST IDENTIFYING INFO ABOUT OTHERS PER THE TERMS OF SERVICE) attorney general who works for the nursing board. Her reason was that my doctor did not give limitations on my doctors note.  This means she said on email my reason for surrender was that I could not find a job, which is true but hat did not cancel out the fact that I could not function because of all the anxiety and stress that was causing the major depression along with my husband condition.  He not only had major heart problems now but he already had cancer and Diabetes's too.  So,I was taking care of him and going to the doctor with him.  

I think that the board could have told me that the doctor needed to told me that I needed the limitations so I could start working again or allow me to revise the note from my doctor. please help me make them understand my position and get my my hearing and my license back.  I have never committed a crime or drink or do drugs.  I don't do really anything.  By making me wait 2 years I will be 64 and I will lose more of my skills.
