So I am going in for an interview with my local emergency department for a PCT job. In my state medical facilities hire unlicensed people to do CNA work as a patient care tech (PCT). I have been told this is because this position of PCT is under the BON, whereas CNAs are under the health department. But here is the kicker, I am also a student nurse (SN) and our state allows SNs to practice anything they have learned in class under the supervision of a RN-BSN.
If I were hired, I know I would be doing ADL care, but would the hospital allow me to practice any of my skills on floor when appropriate?

That's not exactly true about CNAs being under the health department. Or at least in AZ its not. In our state, you get your CNA certificate from the BON after passing the exam. And your scope of practice is determined by the BON. Maybe its different where you are, I don't know. But what you will be a loud to do as a PCT will depend on state and hospital policy. IN AZ, PCTs who are SNs cant do everything they learn in school. For example, med passes are learned in block 1. You cannot pass meds until you are a nurse or certified med tech. A PCT just cant do that since it is not is scope. Same with quite a few other skills you will learn. But what you can do as a PCT in AZ is set up 12 lead EKGs, catheters, basic sterile/clean dressing changes, and stuff like that. And usually that is only after you have shown competence in doing so. You will never just get to 'practice' skills from school. That can only be done while in clinical. What you can do as a PCT is what you are competent in already.
